He writes to envision an instance where a PvP server has a number of players which is 40 percent Alliance and 60 percent Horde. While the majority of players are content, a small portion of Alliance players aren't happy about being outnumbered. Were Blizzard to allow the transfer of characters at no cost on that realm, those discontent Alliance players would be transferred to a server with better balance of population. But the side effect will be that the server that they were previously on will become an 85% Horde server that would create a more unpleasant experience to those who were comfortable with their previous balance.

    "In the case above an action that was well-intentioned to help the unhappy 20% could have hurt more people than it would have helped," Aggrend writes. "This is a major part of the dilemma and what causes us to take a great deal of time to look at aspects before taking decisions which affect realm populations and faction balance."

    Although Blizzard was able to allow free character transfers for certain Burning Crusade Classic servers in November 2021. Aggrend goes on to admit that this could be communicated more clearly, and that Blizzard should have enabled free character transfers on a few servers sooner.

    Others have called for servers with low populations to be joined although it might sound easy on paper Aggrend notes that WoW has not in the past merged servers together. There are a myriad of reasons, ranging between players losing unique names , or merging destroying the community of the server. Blizzard, Aggrend writes, does not like any option that forces a large majority of players what they would not like to, as would be the situation with server mergers.
